Does it mean we do not have to open port 8000? If 2641 is in place?

Hello!  Port 2641 is the port registered for the Handle protocol.  You  
can read about the protocol in RFC 3652
(http://tools.ietf.org/html/rfc3652 
).

Handle protocol messages can be encoded and transmitted over the HTTP  
protocol on port 8000, however this method has significantly higher  
network overhead compared to sending native handle messages over UDP  
on port 2641.  Handle over HTTP on port 8000 is intended only as a  
fallback for clients who have some trouble with port 2641 (e.g. for  
firewall reasons).
