Starting with your second question - DOIs are handles, so hdl.handle.net will always resolve DOIs. Whether the behavior of hdl.handle.net will always mimic dx.doi.org is another question. Although they have a common code base, these are definitely separate sets of servers (each address represents its own distributed set of servers) and there are already some small differences in behavior. The 'DOI not found' and Handle not found' messages are one example. Future differences, probably through configuration, are possible.

At the moment there is nothing that constrains the handles resolved by dx.doi.org to be DOIs, but your TIB contact is correct in that the traffic levels are monitored and if a large number of non-DOIs go through dx.doi.org, then it is agreed that filtering will be added. The IDF pays for the running of those servers and it is reasonable that they would want that service to mainly be in support of their customers. At the moment there is so little cross traffic that it is not worth considering.

In general, it would be best to keep these apart in making static references. This would apply to the other handle-to-web proxies as well, e.g., hdl.loc.gov. They all resolve all handles right now, but they are intended to serve a specific a specific community, they may add their own special features over time, and none of them are promising to support all communities going forward.

Is this really the case. Will then on the contrary side hdl.handle.net
refuse to resolve DOIs?
