[handle-dev] New handle software

There is now a new version of the Handle System software (HSJ and HCJ) 
version 5.0.8 available for download from http://handle.net. 

If you are running a handle server or using the Java client library you
should upgrade to this release.  This new version includes some important
changes that affect authentication based on secret keys, and some
(backward compatible) changes to the protocol. 

If you are running a handle server that is older than version 5.0.8, you
will need to re-run the net.handle.server.SimpleSetup program after
installing the new software to regenerate your site information (but *not*
your keys!).  You should then send the resulting sitebndl.zip (or
siteinfo.bin) file to me at sreilly@cnri.reston.va.us.  Please make sure
to include any naming authorities that you are using in the email.
