This sort of thing should be ameliorated considerably with the move of
the basic DOI computing infrastructure into a hosting facility as, at
the same time that we move everything into the facility, we will be
putting two proxy servers behind a commercial load balancer. The proxy
is the only part of the infrastructure that is not naturally redundant.
