(1) Yes.

(2) No one can read that handle value.  I do not know any use for such a value.

(3) I also don't believe there's any scenario where this is useful.

To my knowledge the only useful handle value permissions are 1110 (readable by all, writeable by admins) and 1100 (both readable and writeable only by admins).
