[Handle-info] some questions about the permissions of handleValue

I have three questions about the permissions of handleValue.

1, If admin_read==0, public_read==1, So can the administrator read this handleValue?

2, If admin_read==0, public_read==0, how do I read this handleValue? What's the use of a value like that？

3, In what scenario is the public_write used?
