[Handle-info] Release of Handle.Net V8.1

Hello:
CNRI is pleased to announce the release of Handle.Net software version 
8.1. In conjunction with the release, the Handle.Net website has been 
updated to reflect the changes in management of the Global Handle 
Registry. CNRI is now a Multi-Primary Administrator credentialed by the 
DONA Foundation. Please see www.handle.net for more details.

For information on the changes/updates in this version please see the 
Release Notes at http://www.handle.net/HN_v8.1_ReleaseNotes.pdf.
We recommend upgrading to Handle.net v8.1 at your earliest convenience. 
The software includes a README.txt file with extensive instructions on 
how to upgrade. Please go to http://www.handle.net/download_hnr.html to 
download the software.
