[Handle-info] Migrating Handle Service to new server

Hi All,

We need to migrate our handle service to a new server.  I'm just looking 
over the documentation, and I don't see a clear option.

Should we bring up the new server as a mirror, and then shut down the 
old one, or just organise a move?
