To answer one specific question, privkey.bin/pubkey.bin identifies your handle server.  The public key is stored in the siteinfo for your site, which clients generally get from the global handle root before contacting your site.  This allows clients to validate that they are talking to the expected server.

The other pair admpriv.bin/admpub.bin is used to identify an administrator.  It's not required by the server itself, but since servers generally need administrators, the server setup creates it for convenience.  The public key admpub.bin is what you would store in the HS_PUBKEY value of a handle you would use to identify the server administrator.

You will probably find your testing much more straightforward if you get a testing prefix in the global handle root.  Write to hdladmin@cnri.reston.va.us, you should be able to get a testing prefix valid for 90 days.
