No. There are several other ip addresses that make up the Global
Registry and then there are several that make up the Proxy
System(hdl.handle.net). And these will change over time. And if you
limit by ip then anyone running a native handle client will not be able
to resolve your handles. Both ports need to be open to all incoming and
outgoing requests.
