[Handle-info] [Fwd: Error in modify]

Hi,
we are still having problem with modifying some handles.
We were running this modify command:
MODIFY 10111/UIUCOCA:freshwaterfishesfimeekilli
100 HS_ADMIN 86400 1110 ADMIN 200:111111111111:0.NA/10111
101 URL 86400 1110 UTF8
http://libsysdigi.library.uiuc.edu/oca/Books2007-07/freshwaterfishesfimeekilli/freshwaterfishesfimee
and got this error:
received HDL-TCP response: Error(400): INVALID ADMIN
==>FAILURE[14]: modify values:10111/UIUCOCA:freshwaterfishes00forbilli:
Error(400): INVALID ADMIN
The admin index for the handle is 100 and that is what I used in the
batch file, so I am not sure what the error is saying. It won't even let
us delete it. One of the user that created the handle left university
last year so I am not sure if he used a different ADMIN value.
