Secretiveness is not the intent. It's more a matter of what the handle system was designed to do. The point of the handle system is to resolve handles, pure and simple. Give it a handle and it returns whatever type/value pairs the owner/administrator of that handle associated with it. We attempt to impose as little as possible. Add requirements when it becomes essential.

So one of the points of this list should be to discuss things along these lines. We could, for example, ask that every prefix be publicly associated with contact information, i.e., some email address. The logical place to put that would be in the prefix handle. And then, since the handle system is not a query system or a tree that can be walked (this is by design) we would have to generate a list of prefix handles. This would involve some effort for us at CNRI or whoever later runs the handle system. What would the benefit be? Is ownership of the handle important for its use?
