I'm not sure if it is required, but I would definitely recommend it even if your handles will only be used internally. This at least makes sure that any namespaces you use don't conflict with any that are currently in the system, or any that may be added. While conflicts may not be important now, you never know if the identifiers you are using may ever become public or used in a different handle- aware organization.


2. Is the data model extensible in any way?  For instance we are
considering using the NCES DDMS
(https://metadata.dod.mil/mdr/irs/DDMS/index.html) metadata
specification.

I'm not sure I understand the question, but you can store any metadata you like (or pointers to any metadata) in handle values.


3. Is there a way to query on the metadata and get an ID returned?

Not in the handle system itself, but there are instances of "metadata registries" which harvest metadata and can perform queries on that data to return a list of handles. For one possible example (that I'm not all that familiar with) see: https://adlregistry.dtic.mil/2/ index1.htm
