[handle-dev] New Handle Server version 5.2

All:
There is a new version of the Handle Server and Java Client Library 
available on the Handle web site(www.handle.net) as of Jan. 24, 2002.  We 
recommend that you update your current server at your convenience.

The new distribution(version 5.2.0) includes the following changes:
o 'Sessions' added to improve batch administration speed
o New GUI-based installer
o Support for encrypted communication between clients and servers
o Bug fixes in server code (including proxy)
o Enhancements and bug fixes in admin tool
o New hdllib example programs (net.handle.apps.simple)
o New tools for listing and deleting handles in a jdb database file
o New documentation (Administration Manual)
o New tools for splitting a handle server
