A DOI is a particular sort of Handle that meets not only the requirements of the Handle System but also the ISO International Standard ISO 26342. These requirements relate in particular to persistence and interoperability. There is no objection to assigning a DOI to an entity that already has a Handle and DOI has registration agencies that can arrange this. You might check the list at
https://www.doi.org/registration_agencies.html and in particular look at Crossref (http://www.crossref.org/) who are specialists in managing identifiers for
scholarly resources. Of course, for new publications it is possible to assign a DOI without a regular Handle already being in place.
