You could use the scripts hdl-keygen and hdl-convert-key from the Handle distribution to create a keypair and then get the keys in PEM format.

At that point you need tools to create a self signed certificate with a specified "distinguished name" and public key using a specified private key.  I don't know what the appropriate tools are for Windows, unfortunately.

Does anybody have a method to accomplish this using Windows only and is willing to share it?
