[Handle-info] Some questions about bootstrap_handles

HI:

I read the handle service boot file (bootstrap_handles) , and I have some questions:

1 What's the use of the handle 0.NA/0.NA and 0.0/0.0?

2 I found that some GHR site information was configured into 0.NA/0.NA, such as: 0.ghr /22 (Saudi Arabia GHR).

However, some sites are not configured into 0.NA/0.NA, such as 0.ghr /86(CHC MPA).

Why?

3 What is this field (alt_addr) used for?
