We have not built a tool to do that directly.  However, the latest distribution includes a tool to export the contents of storage to JSON:

hdl-java net.handle.apps.tools.StorageToJson path/to/server/directory path/to/output.json

You could then perhaps parse the resulting JSON file into CSV.
