[Handle-info] Admin public/private key generation

Hi all,

The old hdl-admintool provided a 'Generate Key Pair' function when
adding a HS_PUBKEY type as handle value.  Has the 'new' hdl-admintool a
similar function? I can't seem to find it.

Alternatively, is there a way to generate admin key pairs from the
command line?
