If the server's keypair does not match the public key advertised in the server's site info in your prefix handle, then verification of certified messages will fail.

I suggest: re-run the setup, then send the new sitebndl.zip to hdladmin@cnri.reston.va.us , explaining that you have new site information for your prefix.

The unable to connect to server error is confusing to me, but see if the above works.
