Re-check section 11.2 of the Handle Technical Manual.  You'll need to home the prefix directly into your dev server's database using the DBTool.  The Admin Tool will look up your prefix in the Global Handle Registry where it does not exist.  You'll also need to create an admin handle that is not on the global, i.e. not a 0.NA/... handle.

You might find it easier and possibly more useful to register a prefix just for development (something like 1234.dev, perhaps).
