Hi Usha,
This is the registration page: http://www.handle.net/service_agreement.html and the fee for the first year is 100 dollars. you need to do something on the repository site too; it is just running a few commands. http://www.dspace.org/1_5_2Documentation/ch03.html#N10AA6 is a good help.
