Hi:
If you want to run a handle server -disconnected- you can do that but you 
still need to get a prefix.  And the fee is based on the prefix registration.
You can take the software and experiment with it but in order to be a 
resolution service provider(whether disconnected or not) you need a prefix 
that is registered in Global.
