The HANDLE.NET software comes with two administrative clients developed by CNRI, for server administration and identifier operations. These GUI tools provide the ability to create, modify, remove, query, and batch load or delete identifiers, and to associate handle service information with prefixes.

Both tools are written in Java™. The "Admin Tool", in use for many years, is run from the command line. The newer "Handle Tool" uses Java Web Start. They have the same functionality for identifier operations, but the Admin Tool has more server administration options. The Handle Tool is especially useful for quickly creating or updating identifiers that have URL values.
